This flat cutter instead of pointy cutter idea looks like a pretty similar idea to an Atkins patent from 1886.

Next time it's in for tuning, it might be worth filing some extra notches into the point of the teeth to compare also?

Thanks for the reference to the notched cutters. In looking at old patents there many weird ideas. Many seemed reasonable but over time in actual use most did not pan out.
